POSITION: SENIOR ENGINEERING TECHNICIAN: MAINTENANCE
SALARY SCALE : R 393 543.00 — R510 818.00 per annum Excl. benefits

Requirements: • National Diploma / BSc or B-Tech in Civil Engineering or equivalent relevant qualification, • Valid Code 08 Driver’s License, • 3 – 4 years relevant experience in Special Programmes and Maintenance in a municipal environment. • Registration with Engineering Council of South Africa (ECSA) as a candidate Engineer.
Competencies: • Project management, contract management and financial management skills will serve as a strong recommendation, written and verbal communication skills, presentation and facilitation skills and computer literacy.
Responsibilities Include: • Ensuring project coordination, monitoring and supervision of sub-ordinates are effecting in Special Programmes and Maintenance Services. • Conducting project site inspections. • Ensure adherence and compliance with statutory regulations requirements. • Conduct site visits/meetings to ensure business plan compliance in construction of projects. • Inputting on current or new work procedures. • Recommending, review of operational guidelines or procedures to immediate supervisor. • Assist with maintenance plans for municipal infrastructure programmes. • Monitoring compliance with terms and conditions during the execution of specific contracts. • Determining targets and review mechanism for daily work routine for Engineering Technicians. • Instilling discipline in accordance with the disciplinary code in the event of breach of acts, regulations, circulars, policies and all related guidelines • Develop community based partnerships • Managing and review the performance of Engineering Technicians accordance to the Municipal Performance Management Framework. • Preparing and processing interim and final payment certificates. • Preparing and submitting all required bid committees items for request of procurement. • Ensuring that project files are updated with relevant information as required.
POSITION: ARTISAN — HEATING VENTILATION AND AIR-CONDITIONING
TASK GRADE : TK10
SALARY SCALE: R 250 785.00 — R325 520.00 per annum Excl. benefits

Requirements: National Certificate in Heating Ventilation and Air-Conditioning and Refrigeration. Minimum of 6 months Heating Ventilation and Air-Conditioning and Refrigeration experience.
Responsibilities include: To co-ordinates heating Ventilation and Air-Conditioning maintenance. Checking and collecting required supplies and tools from the storeroom. Assess and check site specific safety requirements. Ensuring notification for the site due for maintenance. Preparing stock replacement and inventories. Issuing notices to buildings that are due for routine inspection. Inspecting condensers, compressors, diffusers, heat pumps etc. Inspecting temperatures of the Server rooms, UPS rooms and Control room. Receiving an approved inspection schedule from immediate supervisor. Receiving job card relating to maintenance services. Performing the safety checks in Heating Ventilation and Air-Conditioning. Replacing consumables (PC boards, Armouflux, Fluxes). Fixing Heating Ventilation and Air-Conditioning drain pipes. Checking the amount of refrigerant gas in a system and charge it. Testing of the fire system alarms for Heating Ventilation and Air-Conditioning. Monitoring service providers relater to Heating Ventilation and Air-Conditioning. Drafting investigative reports, recording details of findings from inspections for perusal and guidance on pending outcomes. Filling reports, project information in line with council policies.

POSITION: SENIOR MANAGER: LEGAL SERVICES
SALARY : R801 606.00 — R1 040 581.00 PER ANNUM (Excl. benefits)

Requirements: B Degree in Law or LLB. Minimum five years’ experience in practice and application of law at management level. Clear understanding of Local Government legislation, including labour relations. Credible experience in drafting contracts and service level agreements. Admission as an Attorney or Advocate will be an advantage. Valid code EB (08) driver’s license.

POSITION: ENVIRONMENTAL HEALTH PRACTITIONER
TASK GRADE : TK12
SALARY SCALE: R349 537.00 — R453 710.00 per annum Excl. benefits

Requirements: • National Diploma in Environmental Health – NQF Level 5. • Registration with Health Professions Council of S.A. • Registered as a Peace Officer will be an added advantage. • 1 — 3 Years relevant experience. • Excellent working knowledge of Environmental Health legislation and its application.
Competencies: • Competence in report writing and oral communication. • Ability to negotiate and resolve complex problems. • Attention to detail. • Assertiveness when addressing compliance issues. • Ability to work independently.
Responsibilities include: • Mapping water sources and sampling and testing water in the field and examining for compliance to drinking water standards including analysing of laboratory water results. • Facilitate water safety through sampling safe quality (microbiological & chemical) and accessibility in respect to human, production, recreational, industrial, domestic and animal use. • Promote access to water for all through inputs towards draft planning, design and water management. • Creating awareness and attending to enquiries on specific water legislative requirements. • Present educational talks on community based initiatives aimed at improving the quality of water through acceptable practices, conservation and/ or the need for change to eradicate threats to availability of clean safe water. • Participate in water forums and addressing water related matters/ complaints related to water and water borne diseases (e.g. cholera outbreaks.) and act on recommendations. • Identifying polluting sources and agents and/ or attending community concerns and coordinating dean-up project. • Advocating proper water usage and safe waste water disposal also monitoring of food supply chain. • Sampling and testing food for compliance to minimum standards, examining and analysing laboratory results. • Inspecting food production, distribution and consumption areas. • Monitoring of formal and informal food trading and provide capacity building. • Applying food quality monitoring programmes and principles through various techniques (Hazard analysis and critical techniques/ HACCP systems audits). • Inspecting food premises and any nuisances emanating there from. • Promote, present educational talks on community based initiatives aimed at improving the quality of food safety through acceptable practices, conservation and/ or the need for change to eradicate health risk, safe food handling and preparations. • Participate in meat and food forums and addressing food safety related matters/ complaints related to food and food borne diseases (e.g. poison outbreaks.) and act on recommendations. • Training of food handlers. • Promote safe transportation, handling, storage and preparation of foodstuffs used in school nutrition programme, prisons, health facilities and day care centres. • Analysis and processing of applications for certificate of acceptability for food preparation areas; • Promote, monitoring safe handling and milk and milk products. • Enforce food legislation and Codex Alimentarius. • Collaboration with other sector department e.g. port health on food control and monitoring programmes. Seizing, detention and condemnations in terms of Foodstuffs, Cosmetics & Disinfectants Act and related regulations.
POSITION: DISASTER MANAGEMENT OFFICER

SALARY SCALE : R296 059.00 — R384 319.00 per annum Excl. Benefits

Requirements: Matric (Grade 12). An appropriate tertiary or equivalent qualification in Disaster Management at NQF Level 5/6. Certificate in Events Safety Management. A valid C1 Driver’s License. Computer Literacy. 3 – 4 years’ experience in disaster management/emergency management environment.
Skills, competencies and attributes: Knowledge of the Disaster Management Act (as amended), National Disaster Management Framework, National Veld and Forest Fires Act, Fire Brigade Services Act, Intergovernmental Relations Framework Act, Safety at Sport and Recreation Events Act (SASREA), Microsoft programmes (Ms Word, Ms Excel, Ms PowerPoint, e-mail, internet), Hazard Identification & Risk Assessment (HIRA) processes, Knowledge of the area (district). Public speaking, leadership, coordination and problem solving skills. Ability to work independently (unsupervised) and with a team. Ability to work under pressure and meet deadlines. Innovation, creativity, research, attention to detail and networking skills. Good communications and report writing skills. Language proficiency in local languages and English. Be physically fit and willing to travel (not be area bound) and work beyond normal working hours outside of office.
Duties and responsibilities: • Assist in coordinating District and Local Disaster Management IGR structures. • Conduct risk and vulnerability assessment throughout the district and regularly update the district disaster risk profile. • Implement/conduct awareness campaigns, simulation exercises, capacity building programmes (trainings, workshops, etc. and risk reduction programmes throughout the district in partnership with the Local Disaster Management Centres and other stakeholders. • Respond to disaster incidents and coordinate recovery and rehabilitation operations throughout the district. • Monitor, control and update the district disaster management centre’s disaster relief material inventory. • Assist with the implementation of the district and local disaster management centre’s projects and programmes. • Participate/coordinate events safety management structures. • Prepare investigational and productivity reports for considerations and reporting to superiors.
ENVIRONMENTAL HEALTH & ENVIRONMENTAL SERVICES
Requirements: National diploma / B- tech Environmental health and South African ID. The successful candidate will be working under supervision of the Environmental health practitioner in Gert Sibande district municipality in terms of the guidelines from the department of health and the health professional council.
Duties & Responsibilities: • Conducting water monitoring in order to ensure safe drinking water. • Conduct inspections to ensure adequate and safe waste management services that promote minimum risk to health and safety. • Attending to complaints related to health and safety nuisances (noisy dogs, cattle, goats) and pest animals. • Conducting inspections to ensure that building and facilities for community use do not pose health risks to the public. • Promoting health and hygiene aiming at preventing environmentally induced diseases and related communicable diseases. • To implement approved programs and projects to ensure proper storage, handling, transportation and disposal of chemicals. • Seeking approval and serving statutory notifications to stop or correct specific sequences to enable compliance. • Completing details/ information on statutory notices indicating non- compliance to specific codes and regulations, forwarding for approval prior to serving on offenders. As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
